Job Description



Involves managing or performing the administrative services or managing the full general operations of an academic or non-academic organization(s). Administrative services include activities in finance and human resources and may also include IT, facilities, or student services. General management activities include long and short range strategic planning in determining the mission and directing all activities of multi-disciplinary departments through subordinate management staff.


This position is a career appointment that is 100% fixed.



Pay Scale: $29.16/hour to $38.27/hour

Key Responsibilities:




50%


Develop, monitor/evaluate short & long range financial plans for administrative & business operations, build budget/analyze previous expenses, current year estimates, trends & future year projections. Recommend balance budget actions, reflecting priorities, monitor/adjust current year budget actions. Develop, monitor, analyze and forecast salary and benefit budgets. Evaluate resource needs relative to available funding & make recommendations for utilization of those funds. Analyze impact of changes in unit activities & programs on current operations; recommend changes/options; justify resource needs & advise on resource enhancements; establish business goals/objectives, & develop, implement, evaluate internal operating policies & procedures. Supervise MCP administrative assistant. Coordinate the staff performance evaluation process & document workflow. Review monthly ledgers for all accounts to verify expenditures, liens & balances. Act as advisor & resource to Director on staff personnel matters. Maintain fiscal-related electronic/paper filing system i.e. correspondence, confidential documents purchasing invoices, etc. Able to work independently and make sound judgments and decisions. Assist with other tasks as assigned.

Review for acceptability checks, cash & non-cash gifts to the unit's accounts administered through the University. Ensure proper acknowledgements, approval &documentation for acceptance is given. Review and analyze financial documents for accuracy and policy compliance and submit financial documents to BOC for processing. Research, interpret, and communicate personnel policies and procedures. Analyze, develop, implement, review, and update job specifications. Coordinate recruitment and hiring; maintenance of confidential personnel records; job description development and review; and onboarding of new employees. Provide guidance and coordinate all hiring, training, setting standards, coaching, motivating, and recommending personnel actions. Advise employees on performance evaluation process. Research, recommend and implement cost containment in use and acquisition of office resources. Analyze supply needs, cost and sources, and maintain inventory. Analyze technology and equipment needs, costs and sources and make recommendations.

Monitor and evaluate office systems, policies, and procedures. Make recommendations, participate in and contribute to the decision-making process regarding institute-related administrative matters to ensure efficient operations. Review and approve purchasing transactions including AggieBuy and Purchase Card transactions. Review and analyze AggieTravel reports for fiscal and policy compliance. Responsible for the coordination and tracking of facility and office service requests. Manage space assignment, coordinate workstation moves and equipment installation as well as other outside vendors and organization services.

Serve on special committees to discuss and advise on improvements to office policy and procedures. Process and serve as resource on purchasing, travel and entertainment. Track compliance training requirements for employees. Oversee and manage computer and software inventory for replacement. Develop FAQs and instruction guides for use of common systems.



Requirements:

  • Bachelor's degree in related area or equivalent experience / training.
    Knowledge of UC processes, protocols, and procedures with a focus on Multi-County Partnerships, budget, and accounting.

  • Broad knowledge of common ANR- and UC-specific computer applications such as the Talent Acquisition Management System (TAMS), UCPath, JDX Job Builder, Time Reporting System (TRS) AggieTravel, AggieBuy, COGNOS, and FIS Decision Support, other systems. Familiar with Microsoft and Apple applications (MS Office, Windows, and Outlook) and Zoom.

  • Solid verbal and written communication skills.

  • Ability to manage sensitive and confidential information regarding human resources, budgets and human subjects. Ability to maintain high level of confidentiality.

  • Maintain accurate, organized and secure office file and record-keeping systems.

  • Possess training or background in data entry and data management/processing, protection of human subjects, equipment purchasing and project management.

  • Solid analytical, critical thinking and proactive problem-solving skills. Ability to use sound judgment in responding to issues and concerns.

  • Solid communication and interpersonal skills to communicate effectively, proactively, and concisely with all levels of staff, both verbally and in writing. Ability to establish and maintain strong working relationships.

  • Solid organizational skills and ability to multi-task large projects with time-sensitive and demanding timeframes. This includes producing quality work under tight deadlines and managing time efficiently to effectively establish priorities and meet competing deadline.

  • Ability to use discretion and maintain all confidentiality.

  • Strong skills in planning and customer service and excellent attention to detail.

  • Ability to maintain various budgets, evaluate current budgets to project long-term financial planning.


Preferred Skills:

  • Solid knowledge and experience managing human resources, facilities, equipment and technology.

  • Demonstrated skill in configuring, troubleshooting and supporting end user client systems including desktop, laptops and mobile computing devices (PC and Mac); troubleshooting and (printers, scanners, storage devices, etc.).

  • Experience working on Master Gardener, 4-H and nutrition or community health programs.

  • Experience working in a research environment.


Special Conditions of Employment:

  • Must possess valid California Driver's License to drive a County or University vehicle. Ability and means to travel on a flexible schedule as needed, proof of liability damage insurance on vehicle used is required. Reimbursement of job-related travel will be reimbursed according to University policies.
