Head of Programme: Market Access and Consumer Tech

Role Overview

We are looking for a proactive, enthusiastic, and driven individual to oversee a diverse range of programmes, with the successful candidate having day to day responsibility for managing two programmes of work and supporting the work of our sustainability programme. This role will give the right candidate opportunities to work on varied and topical issues impacting the UK tech sector and lead policy activity with representatives from leading tech firms.

Supporting the Environment and Sustainability Programme (40% of the time)

techUK's work on climate, environment and sustainability covers a wide range of issues including how the sector can decarbonise, implementing circular economy, climate targets, business and human rights, labour rights, responsible sourcing of minerals and product regulation. The candidate will be supporting the delivery of this programme which has become more high profile among policy makers and stakeholders.

Managing the Market Access Programme (40% of the time)

This programme which covers trade regulation (trade deals, export control, human rights, sanctions, and tax), product compliance (product safety, conformance, market surveillance), standards and general policy around how tech firms can successfully import and export their goods and services. There is a strong focus on physical tech products.

Managing the Consumer Tech and media policy Programme (20% of the time)

This programme looks at the future of consumer technology in the UK, from the policy and regulation that impacts consumer electronic firms, through to the global supply chain and industry trends firms need to be aware of. This group also has a focus on media policy, looking at the future of broadcast, the impact of new online services on the entertainment sector, and what changing viewer habits means for digital businesses.

Key Responsibilities

• Manage the tech sector's response to technically complex and varied policy areas.

• Engage regularly with a diverse set of political, government, business and civil society stakeholders.

• Develop policy positions and advocating the interests of techUK members to policy makers and regulators.

• Keep on top of political and regulatory developments and advising members of what it means for them.

• Represent techUK at external fora, events and speaking engagements.

• Support and promote the development of techUK's activities on Brexit, trade, consumer tech and environmental policy through blogs, policy analysis, and social media.

• Lead the development, implementation and management of projects, reports, briefings workshops, and events that help our members understand the issues impacting them.

• Liaise with other techUK teams to identify areas for co-operation with other techUK programmes.

• Manage the work of various relevant member working groups and being the day-to-day contact person.

• Work with the wider team to help recruit members, while delivering value to existing members.

Person Specification


• A quick learner who is able to pick up and understand a range of complex policy and regulatory issues.

• Flexible and willing to adapt in a fast changing sector.

• Comfortable with public speaking and presenting.

• A self-motivated individual with a positive can-do approach who is comfortable working with competing demands and responding to tight deadlines.

• Good organisational skills and attention to detail.

• Excellent written and verbal communication skills with the ability to communicate technical and policy information effectively to a range of audiences.

• A team player who has experience of managing relationships with a diverse range of stakeholders and is comfortable working with senior individuals in industry and government.

• Ability to use the tools and technologies techUK provides; including but not limited to Microsoft Office 365, CRM, mobile and home working software, web tools and social media.

• Business development skills and commercially minded.

Essential Knowledge and Experience


• Due to the varied nature of this role, the successful candidate should have a strong understanding of one of the below and be prepared to gain a strong understanding of the remaining policy areas

o Environment and climate change

o Products and device compliance

o Brexit and trade regulation

o Media policy

• Strong interest in the tech sector.

• Experience of running events, briefings, and webinars for a wide range of stakeholders.

• Experience in responding to consultations and government/parliamentary/regulatory inquiries.

• Experience in stakeholder engagement.

• Experience in managing multiple projects.

Desirable Knowledge and Experience

• Good high-level knowledge of technology trends and the UK technology industry.

• A good grasp of UK politics and the role of public affairs.

• Experience in advising businesses on how to respond to changing policy.

• Knowledge of UK, EU and international policy making.

• An understanding of how a trade association operates.

• Experience in business development.

• An understanding of the economic, social, and political environment, members are operating in.

This role reports to the Associate Director, Climate, Environment and Sustainability. This role profile is a guide to the work that is required but does not form part of any contract of employment and may change from time to time to reflect changing circumstances.
